sudo apt-get update && sudo apt-get install libc6
Which installs new timezone database info...
The following extra packages will be installed:
libc6-dev
Suggested packages:
locales glibc-doc manpages-dev
The following packages will be upgraded:
libc6 libc6-dev
And finally gives the proper time:
Setting up libc6 (2.3.2.ds1-22sarge5) ...
Current default timezone: 'Canada/Eastern'.
